What’s Your E-Rate IQ?

As an educator, you have probably heard the term “E-Rate.” How much do you actually know about the E-Rate program?

E-Rate 101

In 1996, Congress passed the Telecommunications Act as the first major revamp of federal telecommunications law in over 60 years. This new law was created to encourage competition in the telecommunications arena. Since the Telecommunications Act was passed, it has affected the way we live, work and learn by impacting local and long distance, cable, video, broadcasting and education services.

The E-Rate program began in 1997 as part of the Telecommunications Act and was established to focus on advanced telecommunications services provided to schools and libraries. E-Rate provides discounts on eligible services such as internet services and is subsidized by the Universal Service Fund charge on everyone’s telephone bills. The amount of the discount that a school will receive is based on how many students are enrolled in that particular school’s reduced lunch program, as well as whether the schoold is rural or urban, and can range anywhere from 20%-90%. E-Rate is maintained by the Schools and Libraries Division of the Universal Service Administrative Company, which is ultimately controlled by the Federal Communications Commission. Each year, the fund is allocated $2.25 billion.

E-rate continues to impact the development and support of telecommunications, Internet access, and other technology services for K-12 schools. Schools are relying on the E-Rate program more than ever now in light of the No Child Left Behind Act of 2001. Many superintendents, technology directors, and business managers have already discovered the value of E-rate and its critical role in the educational community.
